Somebody in CSS 7 discussion in Windows section said that the new CSS 7 would show this notification window all the time after logon.
Since Windows isn't place to discuss CSS, I am posting the solution here.
This is how you fix it.
Download Tenebril SpyCatcher from www.download.com
Then, deep scan.
Then, among the listed "suspected files" search for notifyf2.dll.
Change the course of action from ASK to REMOVE.
