Applying Silicon Paste to CPU/GPU

Hello Thinkpals, 
There are CPU/GPUs that consist of a central 1cm x 1cm block with
a 1mm height surrounded by a 3cm x 3cm block lying flat. When applying
silicon paste to CPU/GPU for better heat conduction, should I only cover
the central 1cm x 1cm block, or I should smear the darn paste all over
the 3cm x 3cm block????
