Cannot Configure IIS

Hi All,
I got my ThinkPad(X60) just a month.I tried to configure IIS from Windows Components Update.But I couldn't configure.I need to install .NET.
Can anyone faced the same issue?

Please help me in resolving the issue.Also,the system takes much time to boot up.I've not installed any of my softwares.
