CPU throttling issue?

Hi, I'm facing CPU throttling for a while now, I doubt it is temperature related and I've tried adjusting windows 10 settings to no avail.
The CPU is sitting mostly at 63/65°, around 1.3 & 1.6ghz, plugged to the power supply, even when the laptop is churning stuff, such as compiling code, etc.
It can normally run at 2.7ghz, or even higher for single CPU and short tasks. It sometimes seem to want to go to 0.2ghz and sit there once in a while even...
I've tried to fiddle a bit with ThrottleStop but it doesn't seem to enable anything.
Any idea how to diagnose and ultimately fix this?
