I have recently acquired a used T14s Gen3 and I am having a hard time finding a correct windows 11 keyboard layout for it. I have tried multiple variants but nothing seems to fit. I am hoping maybe someone recognizes the layout or the model and can guide me on what exactly it is.
Serial number: PF-4629P4
Type number: 21CQ-003BFR
I am not 100% certain if the previous owner didn't move keys around, although I don't see what it would have done it for.

The letter layout is QWERTY as for the standard english keys. The numeric ones have 1 or two symbols identical to French one (1 = 1, &, 2=2, é, ~).

I have tried the Canadian one, but that has ! on the 1 key instead of & (and the other symbols on the numbers don't match).
I have tried the French keyboard, but it's not only AZERTY, but the M is after JKL not after VBN.

Otherwise I will have to use the Microsoft Keyboard Layout Creator, which... is not so intuitive with a laptop keyboard .

The serial number and model type indicate the laptop to be a French model. According to the as-built parts list the keyboard is originally AZERTY layout.

It looks like the previous owner wanted to change it to be the closest approximation of standard UK/US QWERTY, so they swapped Q and A, W and Z, and rotated M, § and ?.

So:
1. swap keys back and use FR layout
2. use French/Canadian QWERTY and white marker for new symbols on the other keys
3. use Microsoft Keyboard Layout creator / PowerKeys and remap keys.
