PDF annotation app for lenovo thinkpad laptop ?

I have a Lenovo Thinkpad X1 Carbon laptop and a wacom intuos pen tablet.

But my question is what app do you recommend for annotating PDFs in lenovo?

I have no idea where to start despite reading overwhelming articles on the topic like this: DELETED LINK as SPAM, user lied about location, deleted!

Adobe Acrobat seems really pricey and I saw some other posts saying it isn't really the best for academic purposes.

I'm not the most tech-savvy, so I would really appreciate something that's as efficient and straightforward as possible.

I use the (free) Foxit PDF reader.
