Tweaking Fingerprint Scanner Config?

OK,

Could someone talk to me like I'm four years old and help me....

1. Use fingerprint for internet passwords.

2. Leave it on (as it is) for startup and return from hibernate. But I am still prompted to select my Windows ID and type the password, which I don't dig.
