General Recovery CD Question

I read a lot of (mis)information today on another forum. It said that recovery CD's, like the ones frequently swapped on here, would not work on a different hard drive?

This puzzled me because I thought that was their main purpose, since the recovery partition can do its job with a working hard drive.

Basically, if I swap a new HD in and run the disks, will it restore to original configuration?

I know!! I felt guilty, even dirty. Like I knew what I was doing was wrong, but something made me do it.
