My 4-cell won't charge to 100%

It goes to 99% and just stops. I guess its not a problem or anything but it is annoying to see your battery at 99% :lol:
Is there anything i can do to make it go to 100%?

You should be able to fix this by resetting the battery gauge. Open power manager, go to the "battery information" tab, press the "battery maintenance..." button in the top right, and then press the "perform reset..." button.
