How to run mobilemeter if you are not logged as admin?

I installed mobilemeter on my 600X and T23 (both running W2K), but I am not able to run the program if I am logged in as a power user. I am able to run the program only as an admin ... anyone knows a workaround?

This READMEfile says it needs admin privileges to install so I would assume that also means to execute as well. I always have run it under an admin account so I did not know this limitation.
