I bought a T61 motherboard to build a T601, and I'm getting this error on boot:
ERROR 0701: USB Over Current On HC/Port - Bus :00H DEV:1DH Fun:00H / Port :00H
The laptop boots from there, but the two right hand side USB ports are disabled. I've given all three usb ports a looking over and they seem to be clean. The left hand side port works fine. I don't think it's an error with the usb ports themselves, since I've tried replacing them, and booting with them unplugged and I'm still getting the error.
Does anyone know what the issue could be and what a potential fix could look like? Is there a resource I can use to look up this port and see where it leads to? my gut tells me that the problem could be bad solder joints on the usb connector, and reflowing them using a soldering iron could get them to deliver current properly (though they don't appear to be damaged either), but I wouldn't like to try that unless I know that the problem stems from there. Since it's only one port that's giving the error, I'm not even sure it is the right hand side that's causing the issue, though this is what the motherboard is choosing to disable.
Any ideas?

I suppose it's possible a momentary short in the jack or a device that may have at one point been connected could have caused damage to the USB hub on the motherboard. With T61s being 13-14 years old now, it's also entirely possible it's just a casualty of age.
It sounds like you've already gone over most of the things I would have suggested - maybe you can use a DVM to probe for any shorts between the pins and ground at the port as well, just in case.

Afraid I have no solution as the port and bus info seem to be what the bios reports and this is beyond my knowledge. When I plug a USB key into my Windows T61 it does not show those particular port or bus numbers numbers anywhere using msinfo32 or using the UsbDriveInfo tool in USBDLM.
Does it make any difference if Always On USB is disabled in Bios? Are you certain there is nothing metallic loose under the board.
You can always instal a 2 port USB3 adapter in the Express card slot to give you some more ports.
If you get the same error with those ports unplugged it is probably the mobo playing up.
