Hello,
I browsed rules sub forums and FAQs to try and get an answer but was not fortunate. I don’t like to post just to post as that is spammy in my mind but I’m looking to purchase a laptop and having to post publicly to reply to a PM isn’t the greatest option.
So I was wondering if it’s feasible to allow accounts without a set minimum of interactions to not initiate private messages but at least to respond to them. I’m just curious about the T40-T61 ThinkPads but have nothing interesting to contribute to this forum, and may eventually post a WTB if the current deal doesn’t go through or if I become interested in another model.

I raise that the intention of the limit appears to be to prevent unknown and possibly fraudulent individuals from preying on reputable forum members, and even in responses to PMs can such fraud occur.
There are many sheisters who prey on the small business and they are too risky to deal with. I say this as the son of a sheister.
If you want buyer protection you can buy on ebay.
You can also just trust the seller to be trustworthy. I can personally vouch for the honesty of this forum’s members and I am prepared to defend them.
If you want to be trusted, become reputable first. That’s just the rules.

And as a disabled person myself, the truly small business is exempt from ADA Title III, and no Individual on this Forum can be forced under duress into an Illegal Contract.

really want to use the PM feature because I need to contact Tuus to buy a T61 motherboard! However, I still don't have access to private messages. What should I do? I already made four consecutive posts yesterday, but the feature is still locked for me.

I have now unlocked your ability to send PMs. Writing here was the right thing to do. Much better than trying to post random stuff, off-topic or in old threads, to get your post count up.
